Not able to blog with pictures

Not able to upload photos as Blogger page is having some glitches... I supposed. For the past few days, I am not able to upload any picture as the icons for uploading, text are all missing.

I can only see this black box, title, label, and the top - Dashboard, account, Help, Sign out....
When will it be back to normal again?
